On Thursday, 26 March 2026, an event of particular significance took place in Bucharest—the establishment of the Romanian Academic Council (Consiliul Academic Român – C.A.R.), a moment of historic importance held on the eve of the 108th anniversary of the Union of Bessarabia with Romania, proclaimed on 27 March 1918 in Chișinău by the Council of the Country (Sfatul Țării).
During the official inaugural meeting, the host of the event, Academician Ioan-Aurel Pop, President of the Romanian Academy, presented the structure and responsibilities of C.A.R., emphasizing the importance of strengthening academic cooperation throughout the Romanian cultural and linguistic space. He noted that, in the context of the transformations that have taken place in the Republic of Moldova, this is “the most important moment in history when the process of unification can be initiated.”
The President of the Academy of Sciences of Moldova, Academician Ion Tighineanu, highlighted the particular significance of the event, stressing that it took place in the year when the Romanian Academy celebrates its 160th anniversary—an institution which, “throughout history, has been not only a forum of knowledge, but also a pillar of the unity of the Romanian language, culture, and identity.” At the same time, he emphasized that launching the Romanian Academic Council on the eve of 27 March lends the initiative special resonance, reminding those present that “unity is not merely a fact of the past, but a responsibility of the present.”
For his part, Professor Liviu Bogdan Ciucă, President of the Academy of Legal Sciences of Romania, emphasized the importance of strengthening the academic community by involving not only the national academies but also the specialized academies.
The Romanian Academic Council was established by the Romanian Academy and the Academy of Sciences of Moldova, in partnership with four specialized academies from Romania. C.A.R. is conceived as a platform for scientific cooperation at the highest level, with the objective of bringing together the efforts of academic institutions throughout the Romanian cultural and linguistic space.
The inauguration ceremony took place in the Aula of the Romanian Academy and included the signing of the founding documents—the Memorandum, the Founding Agreement, and the Statute of C.A.R.—by the presidents of the six member academic institutions: the Romanian Academy, the Academy of Sciences of Moldova, the Academy of Legal Sciences of Romania, the Academy of Medical Sciences of Romania, the “Gheorghe Ionescu-Șișești” Academy of Agricultural and Forestry Sciences, and the Academy of Technical Sciences of Romania.
The mission of the Romanian Academic Council is to strengthen scientific dialogue and multidisciplinary cooperation by harnessing the intellectual potential of the academic community in analysing and guiding societal development. Through its activities, C.A.R. will contribute to the preparation of studies, analyses, and recommendations on major issues of public interest and will support the advancement of a common space of Romanian science and culture, integrated into the European and international circulation of knowledge.
The establishment of the Romanian Academic Council represents a landmark in strengthening academic cooperation throughout the Romanian cultural and linguistic space, reaffirming the role of academic institutions as pillars of knowledge, intellectual dialogue, and public responsibility.
The inauguration ceremony was followed by the first meeting of the Coordination Council, during which organizational measures were adopted. The Council consists of 21 members appointed by the participating academies, while its Executive Bureau comprises seven members representing the founding institutions. Academician Ioan-Aurel Pop, President of the Romanian Academy, was elected President of the Romanian Academic Council, while Academician Ion Tighineanu, President of the Academy of Sciences of Moldova, assumed the position of Vice-President.
The Romanian Academic Council will operate under the coordination of the Romanian Academy, while respecting the autonomy of each member institution. Its establishment initiates a process of convergence among the academic institutions of the Romanian cultural and linguistic space, founded on the unity of language, culture, and history, with science representing one of its most solid foundations.
Through the creation of the Romanian Academic Council, the academies reaffirm not only their role as producers of knowledge and guardians of truth, but also their responsibility to guide society through the power of knowledge and to contribute to strengthening the cultural and scientific unity that defines us.
